An ignition interlock device is a breath test device which is installed to a vehicle’s ignition system, preventing it from starting if alcohol is detected on the driver’s breath. When someone is convicted of a DUI, they are most likely ordered by the state to install an ignition interlock device in their vehicle. The driver must blow into the device to be able to start the vehicle. The interlock device is programmed to only start the vehicle if the driver’s Blood Alcohol Concentration (BAC) is below the preset level.
According to statistics, ignition interlock devices have experienced a 20% growth year-to-year since 2007. Today, there are almost 300,000 Interlock systems installed and working in the U.S. Based on the statistics, the management believes that there is a significant opportunity for growth for one of its leading products, namely the Axxess Interlock Reporting System (“AIR”).
More statistics provided by the Department of Justice at the 2010 World Safety Conference state that over 1.4 million drivers were arrested for DUIs related to alcohol or other drugs in 2009. This is less than the 1% of the 147 million self-reported episodes of alcohol-impaired driving among U.S. adults each year.
Industry sources also show that Ignition Interlocks have proven to significantly reduce drunk driving. Centers for Disease Control (CDC) states that Ignition Interlocks are effective in saving lives and reducing drunk driving repeat offenses by 67 percent. In fact, when offender Interlock laws are implemented properly, they help to reduce repeat offenses significantly. CDC also confirmed that when an interlock device is installed in a vehicle, it is more effective than license suspension alone, as it prevents drunk drivers to drive around drunk, whereas between 50 to 75 percent of convicted drunk drivers continue to drive on a suspended license.

NHTSA (National Highway Traffic Safety Administration) also states on their website that drunk driving deaths are down in the states of Oregon and Arizona by 52 and 51 percent respectively, partly due to the all offender ignition interlock laws in these states. NHTSA also reported that alcohol-impaired auto crashes cost more than $37 billion annually, causing a significant impact on the nation’s economy. In 2010 alone, more than 10,000 people died in drunk driving crashes.
MADD’s (Mothers Against Drunk Driving) website also states that installation of ignition interlock devices saves lives. MADD published recent statistics on their website stating that 17 states and a California pilot program have laws requiring the installation of Ignition Interlock devices for drivers convicted of a first DUI. The statistics covered a total population of over 13 million and also stated that Ignition Interlock is experiencing an estimated average 20% annual growth.
